President Jair Bolsonaro (without a party) announced on Wednesday (1) the project that establishes an emergency aid of R $ 600 to informal workers to try to mitigate the economic impacts of the pandemic of the new coronavirus. The measure was approved on the last 30 days in a vote by the Senate. According to the text, the amounts will be paid for three months and may be extended due to the Covid-19 crisis.

“Today, we will also announce the emergency aid project, where 54 million people will be affected, at a cost of approximately R $ 98 billion to the Treasury, that R $ 600 aid for three months, reaching R $ 1,200 ”, he pointed out.

Bolsonaro also needs to publish an MP authorizing the opening of credit and specifying where the funds will come from.

The emergency aid of R $ 600 will be paid to informal workers, intermittent workers and also to Bolsa Família beneficiaries who earn a lower amount. However, even with the publication of the MP promised by Bolsonaro, it should only start to be paid after April 10, along with the Bolsa Família payment schedule. The forecast was announced on Tuesday (March 31) by the Minister of Citizenship, Onyx Lorenzoni, and was criticized by civil society.

The president of the Chamber, Rodrigo Maia (DEM-RJ), was one of those who criticized the delay in the release of money for informal workers. He said that a period of 15 days does not seem “emergency” in the face of this crisis, which left most informal workers without income.

The Minister of Economy, Paulo Guedes, however, countered the criticisms. Guedes argued that it is necessary to follow a “bureaucratic rite” when it comes to public money and asked for collaboration from Congress to approve a proposal for a Constitutional amendment (PEC) that indicates the source of the R $ 98 billion that will be allocated to the measure.
